The National Transportation Safety Board has just released its annual “Most Wanted List of Transportation Safety” for 2010. This is a list of recommendations that the federal agency issues every year to states. This year, recreational boating safety has been dropped due to a decline in fatal boating accidents last year. Taking the place of recreational boating safety recommendations are calls for making motorcycle helmet mandatory for motorcyclists.
The NTSB says that mandating motorcycle helmets will prevent the large number of fatalities that occur every year in motorcycle crashes. In Texas, motorcyclists above the age of 21 are exempted from wearing motorcycle helmets if they can produce proof of having completed a motorcycle safety training course, or proof of having a medical insurance policy.
However, these policies have likely contributed to an increasing number of fatalities in motorcycle accidents in Texas every year. Last year, one particular study estimated that hundreds of motorcyclists could be saved every year in Texas if helmets were made mandatory for all.
Besides, the NTSB list is focusing especially strongly on child car seat safety, and eliminating hard-core drunk driving. Hard-core drinking refers to drinking that results in a blood alcohol level of .15% or more. It can also refer to persistent and repeat drunk driving. These kinds of drivers are more likely to cause an accident.
The NTSB is also calling on states to crack down harder on cell phone use among teen drivers. Most states, including Texas, ban texting while driving for teenage drivers, but enforcement has been a problem. These drivers are at a high risk for distractions, increasing the possibility of a crash.
